How do I get to receive private messages from someone?

I believe once you have posted 10 times you can message someone but have read that it can take a day after your 10 posts to work.

@wherewasthis It will be in the upper right corner -- the envelope next to your username. Alternatively, you can hover over another poster's username and select "Start Conversation." But if you very recently reached 10 posts, it may take 30-60 minutes or so before it appears.
