Memory Maker Package Question

I saw that Disney is having some sort of promotion that if you're visiting WDW starting 8/15/14-9/30/14, you get a "free" memory maker package. So, this won't apply to people who are already there during that time, right? Or if I wanted to start Memory maker on the 15th (which wouldn't make sense since I'll be there from the 8th to the 17th). Only if you're vacation ONLY starts on the 15th? Just curious! Thanks!

I would assume that you have to book the package that includes the free Memory Maker.
