It's laziness. The same reason international owners are excluded from all sweepstakes, even from countries where they are legally allowed to sell contracts directly (Canada and UK). They should check if the rules of the promotion/sweepstake comply with local regulations. While it might not be worth it for a sweepstake, if MMB becomes a big part of the perks system (IMHO this was a first year to test the waters) they must take the extra effort.It must be a legal issue, right? I mean Disney would never purposely exclude international members. Its probably beyond their control.
I don't believe it's possible to sell a timeshare contract somewhere and yet you cannot sell a discounted OTU point (while being able to sell it full price).
