ME not on reservation until you have flights?

We used ME on our last trip and we booked it the trip before that but didn't end up using it last minute when we got a rental car. I could have sworn that on both those trips our confirmation showed that we were using ME but that we needed to contact them when we had our flights. When we booked last week the CM I spoke to was clueless (told me DDP this year included 2 snacks, when it came time to make room request said that POR didn't have an Oak manor building, after giving my email address 3 times they sent my confirmation to an email address I haven't used in years). So I called back today to add the building I want and correct the email issue. But they say that they cannot add ME to my reservation until I have booked flights. That their system will not add it and when I book flights and have my information I can call back then but until that time I cannot add ME to my reservation. I had 2 people tell me this. Is this new or am I just forgetting the way it worked. I know when you book online it has a place to allow you to add ME with a choice that you will contact them when you get your information.

What's the advantage of adding it now? By your signature, your trip isn't until August. You'll have to call back anyway and give the flight info when you have it. By doing it separate, you are taking the chance of forgetting to add the fight info, which might be what they want to avoid.
