Maybe you can clarify. My sense is that the Provincial and Federal Government in Canada provide a lot of support and services to First Nation Reserves than in the U.S. where they pretty much are on their own financially. One of my cousins is an RN and used to hire on with the Government for two weeks every summer to work in the First Nation Health Clinics.I guess you'd call them Native American/Indian Reservations?

I suppose we could discuss it, but what does any of that have to do with this topic? The fact that this tragedy unfolded on a Reserve is purely incidental.
It became clearer when the details of two perps and multiple locations and sets of unsuspecting victims, were released. Such a sad, sad thing; random violence is still (blessedly) uncommon enough here that it leaves us all in shock and disbelief.
...with 25 innocent victims bearing the consequences.
