I can't think of a reason a state would file suit since the airports already operate at the control of the U.S Federal Government
We will see but this isn't controlling air travel safety but instead enforcing federal mandates on masking policy. It could be argued if the requirement was for safety distancing guidelines and testing requirements would be implemented that likely would be more successful than just simply a mask (which can be removed for eating) when airlines are having you should to shoulder on planes.
I am pro-mask during the current time but I think there is a question likely being asked out of this within state governments. I could be wrong though its just a guess.
I would add that is if this even applies to to operations of a airplane or other vehicle that is not going to depart the US.
