Does anyone know if Marriott Vacation Club has an internal exchage program like DVC, ie, if you own at one Marriott can you trade into another Marriott thru an internal exchange or do all exchanges need to go thru Interval International?

As noted, Marriott exchanges go thru Interval International. But Marriott deposits are held exclusively for other Marriott owners for a period (30 days?) before being available to other non-Marriott exchangers.
There is also the Marriott Florida club, which includes 5 properties (Miami, Ft Lauderdale, Palm Beach, Orlando-Grande Vista, and Panama City). If you own one of these, you can reserve into any of the others without going thru II.
 
I own Marriott and DVC. And while there is an internal exchange program through II, it functions more like regular timeshare exchanges than do most internal exchange systems. II does hold the Marriott deposits for 24 days but it's not a first come first served system. Trade power comes into play and given the function of the system it's entirely possible they will have exactly what you want, not give it to you and end up giving it to a non Marriott exchanger.

Marriott also has an entity called the FL club. It essentially lets you reserve at other club locations at 6 months out. You can do so for a week, as part of a lockoff or for a 3/4 day split. I believe the only resorts in that program are PART of Grande Vista owners, Ocean Pointe, Beachplace, Doral and Legend's edge (Panama city). There was talk of a similar program for Europe but I don't think it even happened. They charge EVERY member at those resorts that have that option. It was $39 per year but I seem to remember talk of it going up at some point. Marriott has also toyed with the idea of allowing other non FL resorts to join the program, I know I discussed the option at one time with Paul Ryan, who was then the manager at Grande Ocean, and he said he thought it would happen but it didn't.

Apparently Marriott has toyed for a while with the idea of simply running their own internal exchange system like the Royal Resorts do. That rumor has resurfaced recently and seems to have more credence than before but we shall see.
