Is it possible to dine at this restaurant if you’re not staying there or if you don’t have a military connection?

According to the SoG FAQ:
Can I dine in your restaurants even if I do not hold a reservation at Shades of Green?
Yes. You will be asked to provide a valid military I.D. to access the Shades of Green property, as well as show your valid I.D. at the restaurant.

If you have no military or DoD connection, it doesn't seem like you can access SoG or dine there.
