Everytime I make jello the bottom always turns into rubber. Any advice on how to avoid this.
 
Do you use ice water? Dissolve it well in the warn water and then just use coolish water for the second cup

My advice would be to use a bowl, not the mold or container that you will be using to mix it in. Make sure you use boiling hot water and that all of the powder dissolves first. Then add cold water. I never use the ice cube method.

An easy way to make layered jello is to add Cool Whip to the liquid after all of the water is added. I don't measure but I use about 1/4-1/3 of the Cool Whip container. Mix it in with a hand whisk and pour into mold (sometimes I use a glass 9X13 pan because it makes more and looks pretty cool;)). The Jello will self-separate making a regular clear layer on the bottom and a creamy layer on the top. I usually add some mini-marshmallows. Once that layer is set (a few hours) I do the same thing with another flavor. A 9X13 pan will hold 4 small boxes of Jello so you end up with 8 different layers.

This used to happen to me all the time. Finally, I actually started stirring it for the entire length of time the box calls for, and I haven't had it happen since. I was always trying to take a shortcut, and it showed. Ever how long it says to stir it, stir it!

You may very well not be completely dissolving the gelatin in the mix. The sugar dissolves first and then it takes a while for the gelatin to melt. If you don't quite get it all melted it will settle to the bottom and result in the rubber bottom you're talking about.
