making a reservation at tusker

It doesn't have to be the same card you pay for your meal with. It's just to hold your reservation. If you don't keep it or cancel within 24hrs of the reservation time they will charge it $10 per person as a 'no-show' fee.
 
As PP's have said, it just holds the reservation and it the one they'll charge if you don't show up or don't cancel by the night before. When you go to the restaurant, you can pay for the meal as you wish - credit card (the one used to hold the reservation or another one), magic band, cash, disney gift card or disney rewards card.

Sorry question after question if my family decides to skip the RoL can I cancel the same day I made the reservation with out being charged

Let's say I made the reservation augest 8 am then talked to my parents in the pm on the same day and they decided they did not want the package for what ever reason went back and cancelled augest 8 pm for February 7th showing

To avoid being charged for cancelling or not showing up, you just have to cancel at least one day ahead. If the reservation is for Feb. 7 then you would have until Feb. 6 to cancel without being charged.

I don't know about popularity of the dining package; I just do the regular meal there.
 
I am sol so I can not be needed at work that day or get home as late as 5 est my work life is complicated

How are this fp seating if I can't get a dinning package
 
In my experience I had to arrive an hour early for the FP seating in order to get one of the better seats; the time I showed up just half an hour ahead, a lot of the better seating was already taken. Others may have had better luck without arriving so early. On a night with two showings, I've read that the second one is generally less crowded.

2) it is not even kept on record for the podium person (aka, SEATER) or SERVER to see or access.
3) You present another form of payment (cash, DDP, credit card) when you get your bill.

NOTE: If you are a No Show, the SEATER notes (flags) the reservation. At the end of the day, the Manager on Duty (and ONLY the manager) determines who gets charged the penalty for No Show Penalty. Also be aware, if you are ever seated 2-hrs prior to your ressie time, you can get the Penalty Fee. The system does not recognize a check-in more than 2-hrs prior to the ressie. The podium perosn (SEATER) checking you in must make a note in the computer that your arieved before your ressie time. (Make sure he/she does this!)

1) Let's add one more thing.
2) If you have a breakfast ADR at or before 9:20am, you can enter the park at 7:45am, even if not staying on property. *
3) You can then walk to Tusker and be seated as if you have an 8:00am ADR.
4) This is a courtesy Tusker offers its guests.
5) Just make sure you have your ADR Confirmation Number in case you are asked for it at park entry.

* NOTE: Due to a reciprocal agreement with Tokyo Disney, if you are Japanese, this privilege extends to ADR's up to 10:00am.
