Maybe I'm misunderstanding, but it doesn't sound like it's the planes being re-routed, but the ground traffic on the road that runs between the beach and the runway. It refers to rerouting "the entrance to Beacon Hill and the businesses in that area." Beacon Hill is the name of the road and the name of an area next to the airport.

If they move the fence back across the current road and take out the concrete curbing and retaining wall people would fall onto the sand instead of pavement which is what was said to cause the recent death. People currently standing on the beach for the throttle up of the big jets still get the thrill of being blown back so unlikely to stop the thrill seekers however it would add 7 to 10 meters to the distance from the end or the runway.

Good solution. Keep the tourist draw. Eliminate the concrete barriers. Face planting in the sand is much less likely to injure or kill anyone.
