I just went back to look at the article on Allearsnet.com and it sad it was available to on-site guests. Said nothing about having to be on a package to use it.

My parents just made their Magical Express arrangements yesterday, and they have a room only ressie at POFQ. So, no, you don't have to have a package, you just have to be staying at a resort.
