Magical Beginnings - Need Info.

I've never heard of this! Can someone please fill me in to the details. Do you have to pay extra? Can anyone staying on property attend? Is this for limited time? I was in WDW in July at the Poly and never heard about this. I have a 2 and 3 year old that love the characters. they would get such a kick out of it. We will be back in Dec at The WL and was wondering if this will be available then. Any info would be appreciated
