Where will they they go? New York to Miami followed by a Western to Miami? What are even the possibility’s? I’m really surprised there was no announcement made today.

Between NY & Miami? There are no distant foreign ports along that line.

A distant foreign port is any port NOT "in North America, Central America, the Bermuda Islands, or the West Indies (including the Bahama Islands, but not including the Leeward Islands of the Netherlands Antilles, i.e., Aruba, Bonaire, and Curacao)." 19 CFR § 4.80a(a)(2)."

Yes, a closed loop cruise only has to call at ANY foreign port.

A one way cruise between 2 different US ports requires the DISTANT foreign port call. Except for a cruise that begins or ends in Puerto Rico.

Correct. Closed loop cruises are exempt from the distant foreign port clause of the PVSA. A cruise from one US port to another US port must visit a distant foreign port. Cruises originating or ending in San Juan are also exempt from the clause.

They would either have to sail though one of the ABC islands or sail empty. Both are HIGHLY unlikely. I have no doubt that she will sail to San Juan. I’ve been following progress in Puerto Rico closely as we’re on a B2B out of San Juan in late January. They are working feverishly in and around San Juan. Many restaurants are already open and most hotels will be in full swing by December. They need our tourist dollars badly.

St. Kitts is not a distant foreign port.

Don't think so. If a port closes while a ship is enroute and has to be diverted, they still assess the fine. But, typically, a waiver will be submitted and approved in an emergency (after the fact).



They'd have to extend the cruise, or cancel it. They could move the ship to Miami (without passengers) with no foreign port stops.

I don’t know what ports the Eastern was visiting but St. Thomas, Tortola and St. Martin we’re all hit very hard as well. I think they looked at it as not one port was up and running at anywhere near 100% so they just switched it to a Western. Plus the Fantasy is sailing Westerns all the time and it is not a repositioning cruise.

It may not visit Tortola.

EDIT: Travel Weekly UK just reported that the Tortola cruise port is set to partially reopen on November 1st.

When the Port where you get on the ship is the SAME port you exit the ship makes the cruise a "Closed Loop"

The problem arises when it's a one way cruise - EXCEPT to / from Puerto Rico. And it truly has to be One Way either TO There or FROM There. Can't go from Galveston Texas to Puerto Rico to Port Canaveral.

and for Further Clarification - SOUTH (Below) the red line are the only places considered a Distant Foreign Port in the Caribbean (I Messed up on the left side and included part of Panama - but Panama does NOT count either. And I'm not sure about Trinadad and Tobago - They might not be Distant either.
