Don't think so. If a port closes while a ship is enroute and has to be diverted, they still assess the fine. But, typically, a waiver will be submitted and approved in an emergency (after the fact).If the port is closed, could they appeal for an exemption?

Both are HIGHLY unlikely. I have no doubt that she will sail to San Juan. I’ve been following progress in Puerto Rico closely as we’re on a B2B out of San Juan in late January. They are working feverishly in and around San Juan. Many restaurants are already open and most hotels will be in full swing by December. They need our tourist dollars badly.

The first San Juan cruise is New York to Tortola to San Juan.I don’t know what ports the Eastern was visiting but St. Thomas, Tortola and St. Martin we’re all hit very hard as well. I think they looked at it as not one port was up and running at anywhere near 100% so they just switched it to a Western. Plus the Fantasy is sailing Westerns all the time and it is not a repositioning cruise.
