we are visiting 12/17 and do not have party tickets, are we able to eat dinner at 7:30?

No, sorry. Non-party guests cannot make reservations past 6:55p and cannot enter ride queues after 6:59p. When done eating or riding, they are expected to make their way to the exits. All others are expected to make their way to the exits starting no later than 7:00p.
