do you get the magic hour when staying at a disney hotel and is it in the morning or night

Yes, you are entitled to Extra Magic Hours in the park when staying at a Disney hotel. You are also entitled to it if you have a Dream Annual Pass.

Whether its in the morning, evening, or on at all, depends on the dates you will be at Disneyland Paris.
