He may have made his own card or bought one on Etsy. They work at the ride scanners, but not for official things, e.g. park entry, discounts, etc.

To answer your question directly, yes.

My understanding from the initial announcement by Josh D'Amaro (who is President of Parks for TWDC) in November of 2021, the Magic Band Plus is scheduled to be available at DLR this year. He never said that the old Magic Bands (1.0 or 2.0) would work in DLR. Perhaps the older models will be able to be used too? It is my understanding that the technology is largely the same, but the Plus edition has more thematic and interactive elements to the magic band.

I'm quite sure that the new Magic Band Plus equipment will cost more than the original magic band 1.0 or magic bands 2.0. I believe that I saw something out of WDW that the magic bands plus being sold were more expensive, but I don't recall it being something outrageously more expensive than the magic band 2.0. I doubt that DLR will offer a magic band plus free to onsite resort guests. This is something that WDW did for several years, but has stopped offering to onsite guests. Because it is a program that was stopped at WDW, I'm not sure why DLR would start a same or similar program. I felt like this was a nice perk to staying onsite, but again, TWDC has eroded many onsite perks. It's really unfortunate and sad.

If it was a hard card it might have been a homemade one (that isn't supposed to be accepted, but not all CMs will say something) or it could have been a C33 member. CMs (from my experience) get issued paper day tickets at DLR.
