Glitches happen. Sometimes CMs get it into their heads that they know why. You brought old bands. You didn't bring old bands. You didn't have each and every one of them checked at the desk. You didn't "prime" each one by opening the door. You didn't do a magic dance with them, "sky clad", at midnight on the full moon before your trip. etc.
None of them are correct or at the very least WE would have figured out the one thing in common they have. Alas, the one thing is that there are glitches.
They SHOULD work. Sometimes they don't.
The way to not get new ones is to not verify your address or customize them, and then when you get to the resort, don't accept the MBs they have for you.

Quick question: are they shipping the Magic Bands immediately when you "order" them, or after the "order by date" window closes (1 month before your arrival date)?
Last time, I remember getting them a couple weeks after ordering them, but that was during the "test" period ... (which is also probably why my old MBs don't show up in MDE ...)
