Does anyone know if you can rest a magicband? Someone wants to give our DD one if it can be turned off for them and to change it to her?

Not sure what you mean by "rest".
But if you are asking if you can reassign a magic band if its already been assigned to someone... that is a definite no.
Once it is assigned to someone it can only be used by them.
