Made My Own Luggage Tags--Have a ?

I made some luggage tags adn have laminated them. I punched a hole and put a ball chain through it, but I'm afraid it will come off. Any suggestions for me? Thank you!

We use heavy ribbon to attached our tags to the bags. To date, we haven't lost any tags.

I found some rubber bracelets, called "Silkie" that I am going to try. I spent zero $ on the tags themselves, so if they get lost, it won't be the worst thing that happens.
