With all of the table service restaurants in Epcot, I would have to recommend eating in the World Showcase instead of The Sea or The Garden Grill. (The Living Seas dining experience appeals to me more at night for some reason...it has a good wine list and reminds me of a 60's Hollywood restaurant. The Garden Grill is more for families with small children and hungry children at that since they serve family-style out of a skillet.)
I do agree with the view at Chefs de France--and don't forget the french bread and real butter. But if you are not an adventurous eater, you may not go for the smaller portions and menu that took me, a foodie, a while to find something I really wanted to try. I was more intrigued by their patisserie.
If you're paying out of pocket, I like Canada because many of the items on the dinner menu are offered at lunch at a discount. I would give this restaurant my highest quality rating for their food. Germany is also a good choice in that the food is more consistant than The Seas or France and the buffet is almost the same at lunch as it is at dinner and is about $10 cheaper. You get the same wonderful oompah band show.
In addition, if you are eating alone, Germany is a good choice because you are seated at a table for 10 along with other diners. I'd add the same reasoning to Teppan Edo in Japan, and again, practically the same menu as dinner with the same "show."
Norway's menu choices are like France's--be prepared for the country's influence. Do a little research on the menu so you'll be knowledgable. The appeal for Norway is the character meal with the princesses.
Mexico's theming is romantic, and like the Seas, is more appealing to me at night because of the starlite sky inside. The menu is nothing you couldn't get at a Mexican restaurant at home, but is enjoyable.
Italy's theming is lackluster, but you'll be familiar with the typical Italian menu choices.
