That is true. The luggage tags have always come with packages booked thru Disney as far as I recall.

correct. The luggage tags are a "perk" of booking a package with room-tix-DDP.

If they were offered to DVC members, then most likely the cost would come out of our membership fees. Then you would see me pushing "Dislike"!

"Cash" guests don't necessarily get them, either. Room-only reservations do not come with luggage tags.
