luggage question

I will be doing a cruisetour with the land portion first. I am planning on a large suitcase to check in and a smaller for my carry on. Are you only allowed one on the land portion? When you go on an excursion, do you take a back pack or small bag? Someone said they took snacks and water on certain excursions. Do you carry extra jacket or rain gear along?
