They will send them but it takes quite a while from what I have heard. I think they only print them in batches or something. If you are going to WDW, you can get temporary ones at SSR at the Sales Center.
I recently requested a new one online by using the "contact us" section on the DVC site. After emailing me back to verify the correct home address, I was told it will take 3-4 weeks to receive my new card.
And plan on it taking much longer. I had my card switched with another member's by wait staff. It wasn't noticed until after we'd left, and therefore could not be corrected on the spot.
It took multiple requests before I had a replacement card. I had to actually go to SSRs Model center and talk to a live person to get the process started as the previous many calls produced no results. Even then it took so long I thought I was going to have to ask yet again, so be prepared to wait a long time.
Do get the temporary card though. You'll need that number to do anything in connection with your DVC membership, benefits and perks.

Correct. I got new ones that are actual cards, not temps, the last time I visited the preview center. My originals were from 1994 and were peeling off.
Thanks - I'll try the member website contact us section. We're going in October - if it hasn't arrived by then - we'll try to make it over to SSR to get some made.
