Can anyone tell me what program I would need to do the selective coloring?

Photoshop Elements 4.0 can do that for you. Painshop Pro X can do that too.

I use Corel's PaintShop Pro X (formally JASC PaintShop Pro) for virtually all of my photo editing; however there are some things that you just have to use PhotoShop. PaintShop Pro can do about 90% of what PaintShop can do but at a 10th of the price. I'll stick with PaintShop Pro.
