Long distance or local calls? - from Kissimmee resort

I always get confused about direct dialing local versus long distance calls, in USA vs Canada.

In Canada (eg Toronto, Vancouver) - for local calls, one has to dial the area code (3 digits) plus the 7 digit number. For long distance calls within the same area code, one has to dial 1 followed by the 10 digit number.

In Kissimmee (timeshare resort just west of I-4, on highway 192) - a few minutes from the southern entrance of Disney, I was calling the 10 digits, and several of the calls, including those to the central Disney number!, were logged as long distance calls - without the phone voice message stating that I had to dial 1 first. Can one make a long distance (within same area code) call in USA, without dialing the "1"; while such calls in Canada do require the "1".
