No...only lockers located near the attractions that prohibit carry ons are free during the time you're riding. You have to pay for the other lockers.

i thought they are only free for a certain amount of time based on the wait time? but if your time goes over the time frame then you have to pay to open the locker?

That's what Metro posted. They are free while you ride. There is a little extra time built in in case you are doing baby swap, etc. If the ride has a longer wait than anticipated, the locker time is adjusted.
