LL Earliest time available

When I go to change my LL, it will say "earliest time available" as 9:20am, but when I click "select", it inevitably shows times from 1pm on. Can anyone please expain why this is? It's happening across multiple attractions.

From what I understand it likely has to do with what time your other selections are for.
Example if you have a selection for 10am its not going to allow you to switch another attraction to 9:20am.
Instead you'd have to try to make the other selection be later and then go back.
This was the case with FP+ as well but at least it was less frustrating to get the times you wanted since you selected them one at a time not all at once.

Yes the app returns the earliest free return window. However you can't "reserve" it since the system thinks you would have an overlap with another attraction around that 1 hour window. That's why we always advice everyone to try to use the 5 minute initial window to adjust your LLMP selections before the purchase step is complete.

Example if you have a selection for 10am its not going to allow you to switch another attraction to 9:20am.
As @Kooks and Bay Bay 's example above you can't get the overlap if you are trying to modify after your initial purchase but before your actual "Day of use" at the park.. On your park day it will allow you to have much more overlaps of your return windows.
