Thank you this gives me hope. But I also need to take action before that dumpster arrives! The "how" is where I am unsure of.

Tell your nephew and sister you want to go through the house and take some things out before she brings in a dumpster. If she says you can not ask her to show you the legal paper work that she has power of attorney. At least you will know where things stand now. If she can not provide any legal document she is in charge, suggest it's time for the family to meet with a lawyer to get things in order now.
