Little Kid Areas - Bugs Land and Toontown

If I remember correctly, last time I went (a few years ago), these two areas opened later than the rest of the park? Is that still the case?

We will be there the first week of December and the schedule says that there is A Coco Celebration at "a bug's land" 8:00 AM to 11:00 PM on those days so it appears the A Bug's Land will be opened. Will the rides be operating at 8:00 AM?

Toontown opens one hour after general park opening. They do a cute little thing where some characters come out to lead the kids into Toontown after they open the gates. I'm not positive but pretty sure Bugs Land opens at general park opening.
