Linking ticket to magicband after entrance

is it possible to link a paper ticket to a magicband after you used the paper ticket to enter ? My kid wants to buy a new magic band in the park but the paper ticket is already linked to my account

Well, sort of.
You link tickets to a MyDisneyExperience account.
You link MagicBands to a MyDisneyExperience account.
Whatever valid ticket is linked to an active MDX account can be accessed by
any MB that is linked to that MDX account.

You can add as many MBs as you like at any time to an MDX account.
Each of those MBs can be used at any time.

By the way, there are no "paper" tickets issued at WDW.
If a guest uses a stand-alone ticket, it will be a plastic RFID ticket.
