I've read here that MOST lines at WDW are being mainstreamed . what does this EXACTLY mean to a
person in a chair or cane ??

It means that you have to wait in line up to the point that the line splits off and you go through a more accessible entrance for most attractions, and at others where there's no special boarding, etc. you just wait in line till it's your turn like with the characters.

If you have trouble getting in they can stop the ride for you to allow you more time, it's pretty cool.

Yes, most lines now allow wheelchairs, and when you get to a point where you would have to go through a turnstile or over a barrier of some sort, they split you off and take you to the alternate entrace. If there is some medical reason why one cannot wait in the line but need to wait inside, then you will need a GAC to bypass the mainstream line and go directly to the alternate entrance. It isn't exactly front-of-line, it just gets you to a protected area.

Also, all the fastpass machines are mainstreamed. So you can get a fastpass, wait somewhere else and then come back in line for a short wait.
For most people with only mobility problems, waiting in the mainstream line isn't a problem. A lot of people like it because they don't feel singled out in any way.
