This has happened at DL and at WDW.

No its not normal but it does happen. As a former CM and for the fact that there are others who waited patiently in line, I usually speak up about it and tell them to move to the back of the line. Other times I tell the CM about it and sometimes they do something about it.
I was in line for CA Screaming, and there were a few guys behind us. We wound around to the exit door is, and over the wall come about 5 other guys to meet up with the 2 that were already standing there. It went from 2 guys to 7. I speak up and say something, HEY THESE GUYS ARE CUTTING IN LINE..... the CM asks them they say "nooo nooo" she believes them or feels she can't do much. Then she says "well if they are meeting up with their party I can't do anything" Ok, I could buy a mom meeting up wlith her husband and kid maybe. Is that allowed??? Just made me mad.
I think I am too much in my own lil' world to worry about line cutters. It happens everywhere. I refuse to let it get to me.
The only time it bothered me was waiting for the Aladdin musical at DCA and dh and I were first in line for the mezzanine seating and the let us up the stairs and a party started ducking under the ropes to race up the stairs, we still made it to the top first but they cut in front of ALOT of people and when the cm's opened the doors for us the party shoved past us (hurt me) and took the entire front row center seats. I was pretty ticked off, but still got great seats so I didn't complain too loudly, but maybe I should have for the sake of the people behind us that they cut in front of.
I just want to comment on holding a spot for a child. we have a 5 year old who doesn't have the patience to wait for a ride like DUMBO for over 45 minutes. It is not uncommon at all for my wife and I to split up and have one of us wait in a line like DUMBO while the other one goes on something with a shorter line like tea cups or the carousel. Honestly, I do not view it as cutting when a parent is saving a spot for a child on a ride that most parents wouldn't ride without their child anyway.
I do understand the frustration of people in the back when spot saving occurs but I know with kids that it is sometimes a necessity for the sanity of all involved.
I agree, I don't mind at all if part of a family waits in line, then lets a couple other family members in line, especially with small children. But when a group of kids (or even grown-ups) pushes to get in front of others, or the whole group cuts to the front of the line, that's not right.When that happends I usually says something to my 7 year old (loudly I might add) about how rude it is when people cut in front of us in line and how glad I am she is patient enough to wait her turn. It has actually made people back off before because then they look stupid that they aren't as patient as a 7 year old.
