I was just watching a DVD of Blizzard beach and saw one of the water areas has a rope net over the floating ice flats. Does anyone know what if any restrictions Disney has on something like that? For example can children with limb differences go on if they want? :confused3

I'm not sure what you mean by "limb differences". I don't think they restrict anyone, per se, but the child should be able to safely do the activity which would be the parent's judgment.---Kathy

::yes::
I agree with Kathy.
In general, WDW doesn't restrict anyone from any activity. They put information out and then let you decide what limitations you should put on yourself (or, in this case, your child). In the rare situations where they do ask someone not to do an activity, it's because it is pretty clear to the CM that it could be dangerous.
