The few times we've lit up a cart we've used zip ties which can be cut off with a pocket knife when it's time to return the cart.

Binder clips should work too.

We use a combination of zip ties and command adhesive hooks applied to the roof. Just make sure you bring some cleaner to clean the spot you wish to adhere to or they will fall off. A little rubbing alcohol works. THen just pop them off when you leave.

We have used 1 inch mini clamps and at times painting tape works well also
