They must be frequent posters from other parts of the DIS (restaurant/resort boards). I think there are several levels of punishment for posting OT on those boards.

1) hand slapped; post moved to other board
2) post deleted
3) poster put in time out
4) execution by refillable mug firing squad

It was explained to me that those threads often start out on other boards where thethread is off topic and they are eventually moved here. Of course putting that in the title is basically red-flagging the thread, bringing it to the attention of the mods, who are then more likely to move it!
