Yes, they have 2 sizes. They were both under $20, but can't remember. They also have build-your-own mini-figure stations; You get 3 for around $10.
DD got the large bucket and some mini-figures on our trip in March.
In addition to what the PP said, there are also series of mini figs for $2.99. There are 16 different figures in each series but you can't see which one you get. There also small sets for around $15 that contain a few mini figs and some Lego bricks.
Also, do not buy the magnet sets if you are looking for minifigures. The figures in those sets are glued to the magnet bases.

I would go to lego.com and buy a lot of individual body parts and let them build away! Body parts were between 10-30 cents each - much cheaper then $3 a piece!
We always do fill a bucket at every Lego store we go to (Orlando, Indy and New York so far). Love doing it! The mini figures seem overpriced, though. I think it was $10 to do three in a little case.
