What's the latest seating time that would be considered lunch? I'd like to dine there but not have to use 2TS credits for dinner. Any idea? Thanks!!

When are you going?

In most cases, lunch seems to end at 3:00 pm, except from 11/25 through 12/30 when lunch ends at 1:25 pm.

A quick check seems to indicate that 3:00 pm is the end of lunch in April.

You can look at your specific dates by going to:
http://disneyworld.disney.go.com/dining/le-cellier-steakhouse/

On the upper left, click on "Make a Reservation". You will be asked to enter your date, time, and party size. Then click "Search for a Table". Even if there is no availability, the meal times will be listed on the subsequent page. For example, I checked on April 1 and it says "Lunch: 11:30AM-3:00PM (Does Not Include Characters)".

This is interesting b/c we were there in August and I'd heard that the latest lunch seating was 3pm; however, we had a 12:45p adr and by 1:30p the place had really cleared out and they weren't reseating any tables.
