No, the menu is the same for everyone.

When we ate there in December we ordered the lobster add on along to our filets. The CM told us right away that it wasn't included in the dining plan. Hello? We weren't even on the dining plan! So the lobster, in December, was not allowed on the dining plan. You would still have to pay for that.
