Yes generally. Sometimes you can get as late as 5:30 but that seems more rare. Generally the meals aren't later than about 5.

Since the dining package is tied to the first showing of Fantasmic in the evening and there has to be enough time for you to dine and get over to the amphitheater, quite often about 5:00 or 5:30 is the latest time available. Sometimes if the first showing is at 8:00 or 8:30 it might be a little later, but not by much.
