I could ask MS but I get better answers here. If I have points left over in the last 30 days of a UY can they be used outside DVC? DisneyLand Hotel?

The rule of 4 prevents use at the WDW resorts but doesn't apply to the DL resorts. So yes, if you could get a reservation you could use the points at the Disneyland Hotel or at Paradise Pier. Also VGC if you got lucky and could get a room.
