If your talking about the Strip traffic, I would say its probably similar to driving in NYC (don't know where your from, or if you've ever been there) but I would not drive in it. Lots of buses, taxi's, people crossing the street, we never rent a car there, it's easier to walk or take a cab. As far as real "traffic" goes, it would say avoid the hotels at the time shows let out, or when people are arriving for shows. Driving seems like more trouble than it's worth there.
 
if you are going to go off the strip for anything, you will probably come out ahead renting a car. A taxi from the airport to almost anywhere on the strip is $12 - 15; and the strip to downtown is about the same. If you can rent an economy car for less than $30/day, you'll come out ahead.

Yes, you can walk to most of the strip, but if it's cold like it was over the past few weeks, or if it's REALLY hot in the Summer, you'll want to be anywhere but outside. Also remember that very few places charge for parking so you really won't have that expense, except for tipping a valet to bring your car to you.
