So if an guests from Disneys Hotel New York - The Art of Marvel ask “can my husband me and my children 3 years old, 4 old and 5 years old book an table for dinner at La Table de Lumière even though we staying at Disney hotel New York- the art of marvel” the cast member at Disneyland Hotel could say “sorry only guests staying here at Disneyland Hotel can eat and book an table at La Table de Lumière“

Yes, because that is the official rule.

But you can always ask. Don't make it complicated, just ask "do you have a table for 5 available, 2 adults, 3 children." If they want more information, they will ask for it.

As the restaurant is expensive and the menu not really aimed at children, there are often empty tables. So, it never hurts to ask. Sometimes people get lucky.
