I was looking at the menus for Kona is this considered a counter service place (it isnt listed as that but the prices were kind of low)

No, it is a TS restaurant - well recommended though!

Kona has wonderful food. It's a nice break from the parks. If you are looking for a CS at the Poly, you can try Captain Cook's.
