Very few places still carry the supplies and equipment for developing film. I suppose it's an issue of supply/demand vs space. They can stock a lot more other items if they don't need to make room for the developing equipment that is rarely used. Most real "camera shops" will now send out for developing rather than do it in-house, and drug stores might not even offer developing service at all.
OP - we found a good deal on a cheap digital camera for DD when she was ready to take her own pictures. I think it was marked down to something like $15. It was fine for her needs (which generally consisted of cutting off people's heads, pictures of the floor/ceiling, her stuffed animals, etc.) but over the years it doesn't take good pictures now. But it was worth it at the time; we considered a disposable but easily would have spent the same amount on a camera or 2 and developing. As someone else pointed out, kids today are used to taking lots of pictures without regard to "how many are left on the roll" to limit themselves with film cameras.
