Kid's appetizer on DxDP?

My family (me, DH, DS12, and DS9) stayed at Boardwalk, and were on the DxDP. Most of our restaurant experiences were great (in fact many outright encouraged DS9 to order from the adult menu), however we ran into one snag that still has me wondering if we were steered wrong. One of our lunches was at Homecomin', and our server there refused to allow DS9 to order an appetizer, telling us "There are no appetizers on the kids menu, so he doesn't get one". My way of thinking is that the DxDP specifically includes appetizers, even for children, so he should have been able to order one from the main menu since there are none on the kids menu, but maybe I'm incorrect? Anyone else have similar experiences (either at Homecomin' or elsewhere)? Should he have been allowed to order an appetizer of his own?

We did the dlxdp when my daughter was 9 (was a few years ago though) and my daughter was never offered to get a appetizer from the adult menu. I can understand that given the cost of the child plan that they wouldn't allow you to order from the adult menu. Is Homecomin a Non-Disney owned restaurant? If so I am sure that is what the difference is. For the non Disney locations Disney pays them a set amount for each credit used, so it would make sense that they would not allow it as they would be losing money.

Homecomin' is not a Disney-operated restaurant. They do not necessarily have to allow children to order an appetizer from the adult menu if they are ordering from the children's menu, because of the way Disney reimburses the restaurant for dining credits. However, I believe on DXDP you could have ordered the child's entire meal from the adult menu because on the deluxe plan, child and adult credits are not separated.
