Kids ages question

If we get to go on a cruise again...we would bring along a cousin for DD. The one time I am looking at, their ages would be 12 and 14. Or would we be better off waiting until they would be 13 and 15?
 
Probably when they are 13 and 15 would be better so that they can be in the same kids club. Unless the 12 year old will be 1 month away from being 13. A child may participate in an older age group, if they are within one month of the minimum age for that group
 
The older child could always go into the younger club with the youngest cousin. Plus if you wait until they are older...they will both be in the "stack" with others up to 17 or 18. Then again...neither one may like being in the club which ever one they are put in. I've heard...well read...that some of the younger kids that are old enough to be in the stack feel a little uncomfortable being grouped with kids who are 17-18....you have to admit that even though its only a 4 year diffrence....13 and 17 is a world apart.
