This might be a long shot question but do you know if the new kids deal could apply for a person booking a DVC resort stay with points? (Granted we do plan to purchase tickets, meal plan, and I'm sure genie plus and memory maker)

Nope. That promotion requires a non-discounted cash room reservation to qualify.
