I couldn't tell you as I always stay with my kids in the pool (they are 7, 4 1/2 & 2).
Maybe if you are not with them you can tell them they have to stay in a specific spot & if they move from that area, they are banned from the pool for a certain amount of time.
I have the same problem. The hair ribbon is a good idea for my daughter, but I don't think my son would go for it.
Typhoon Lagoon is the worst. My son swims better than me or his dad and last time we were there he cautioned me to head for shallower water. He heads for the deep end and is constantly diving into the waves.
I just have them check in every 15 minutes and hope the lifeguards are doing their job.
I also stay with DD while she's in the pool. That way I get to cool off too It is tricky on the waterslides though. I let DD run up by herself and I wait at the bottom. You can only see the tops on their heads before they come down...and you are right...they all look alike.
You could also try a rash guard shirt. Most kids probably won't be wearing one, they come in very bright colors, are good for boys and girls and will also keep them from getting sunburned.

Obviously they're pretty young to let go to the pool alone-my point is that when I'm there with them (in or on the side) I lose sight of them as they're pretty fast fishes.
I think I'll go for the bright ribbon thing. Maybe DIS green !
