"Keep your hand at the level of your eyes"

I'm an unabashed musical theater fan and the movie, "Phantom of the Opera" is incredible, IMHO. However, I've never understood the meaning of the phrase/instruction concerning interactions with the Phantom.

What am I missing?

haha, my family & i watched this over the holidays and were wondering the same thing! my mother thinks it means that you will appear less threatening to the phantom if you keep your hands where he can see them (so he'll be less likely to...attack you i guess?) :confused3 i didn't really think that was right....
 
The Phantom hung people. If you had your hand at the level of your eyes, he couldn't get the noose around your neck.
